Quebec's Immigrant Investor Program
The Canada-Quebec Accord gives Quebec authority to select investors and to operate its own Immigrant Investor Program.
Investors in Quebec's IIP must intend to settle in the Province of Quebec. They must also be selected by Quebec pursuant to a Certificat de sélection (CSQ).
The Quebec immigrant investor program has earned the reputation in Canada and internationally as the most reliable business immigration program of its kind.
Quebec immigration law and policy created a competitive advantage for the Quebec investor program. This program was intentionally designed in favour of the immigrant investor.
Quebec approved of a design in which the recipient of the immigrant investment was entitled to make use of corporate commercial paper to enhance the level of security, and hence safeguard the eventual repayment of capital and interest to the immigrant investor.
There is a complex series of rules governing the "dealer" (the body entitled to receive, hold and disburse the immigrant investor's investment capital) as well as the recipient of the immigrant investor investment capital.
